Customs and Border Protection is proposing new rules that would change how international express couriers pay customs fees.

The change would require couriers to pay fees quarterly instead of annually. The revised rules also would increase the fee per waybill to $1 from 66 cents.

The deadline for comments is Aug. 28. The notice is published in Friday's Federal Register Watch.
